apex controller window where is this?

Im reposting in this forum... Where do you see the window to control a variable out put as the post has here?: https://www.reef2reef.com/threads/apex-synchronize-not-working.802793/
I dont see it in the variable outlet section on my apex app. It looks super easy to use to control a stream

Believe it is under Profile. Icon looks like a file folder
