Volt wise is this what I'm using or what is being supplied to the power bar?

I believe that is what's being supplied to the power bar
 
Ok now in this picture the only change is my heater is off and I turn my Skimmer RO Regal 250 Skimmer off as today is it's cleaning day. The volts jumped to 118 as soon as I turned it off. I guess I'll see what happens after cleaning and turning back on.

Ok heater back on and Skimmer cleaned.
Skimmer up 3 watts and heater up 25 watts but volts up as well 3 volts, but 2 volts less the when they are off. I'm confused

Volts will naturally change based on grid variance and loading, on both the aquarium circuit and the rest of the building / electrical feed. All of these are in range for normal supply voltages.

That makes sense.
