Apex initial setup

Can I setup a new Jr without connecting to internet? Like just with the handheld controller that comes with it? Just need to set up dosing. Eventually I'll set up so I can control remotely but just need to get it working for now. It's for a kids museum tank I help with.

2nd question is I already have apex fusion setup for my own tanks. So how is that going to work when I pull up fusion on my phone? And other people that also help with that tank should have access to that apex. But not my personal one. How does that work? Can it work?

I have no experience with the Jr, but if you can access the Authorizations page (expanded grey icon upper left, 2 people icon), each tank has its own configurable access permissions. When configured each tank appear in the authorized entity's Apex List.
