Apex not turning off skimmer

I have the Apex Classic. My skimmer programming has worked fine, but if it’s plugged into a regular outlet (non relay) it will not turn off for feed mode, or manually even. I can unplug it and it will go off, set the outlet off, and it will stay off when I plug it in. But once I turn it on, it won’t go off unless I unplug it. BUT it works fine on a relay. I don’t think the skimmer is such low power it requires the relay but maybe I’m wrong. It’s a Hydor slim nano in my 36 bow front.

Any ideas?
 
Do you have the skill / equipment to test the voltage coming out of the eb? If it's a classic you may be due for a EB upgrade. They don't last forever.

True. I haven’t tested with a meter. But I can plug other devices into the same plugs and it works fine. So maybe the draw of the skimmer is to high or low. I’m not against testing it though- but I’d have to learn how to do it. I managed to rewire my hot tub circuit board and replace various components along the way without hurting myself and with no meter. It’s about time to get one I guess.
 
The Triac outlets start having trouble turning off and on with loads less than 4-5 watts. Specs say the pump on that skimmer draws 4 watts so it's likely the power draw is too low.

thanks very much for that info. I guess I’ll have to leave it on the relay plug.
