Apex programming issue

Im trying to have one of my outlets only turn on for 1 minute 2x a day. I thought I had it but... no. It turned on and stayed on for 2 hours before I caught it. Luckily it was ziovit reactor and just clouded my tank for the day but it could have been much worse. Help please. Pick is how I wrote it out.

If Time 19:18 to 19:19 Then ON
If Time 07:00 to 07:01 Then ON
When On > 001:00 Then OFF
