Apex Q: behavior with 2 heaters

Hello,
setting up a new Apex and noticed something odd:

I have 2 heaters configured identically, however heater1 is off and heater2 is on with current temp at 78.3. I can turn either one on or off via the interface but once I put them in auto, the first one turns off and the 2nd turns on. They were both on earlier while heating up from 77 to 78F.

Is this normal? thanks!

So I ended up running both heaters off 1 outlet to avoid discrepancies, I need them both on the same state anyway
 
This is how I have my two heaters configured on two different outlets, it works well. Outlet2 isn't turned on until outlet1 has been in the on state for 2:00 Minutes. Then when outlet1 goes into the off state so does outlet2


Outlet Heater_1
Fallback OFF
If Temp < 77.8 Then ON
If Temp > 78.5 Then OFF
If Temp < 72.0 Then OFF

Outlet Heater_2
Fallback OFF
If Outlet Heater_1 = ON Then ON
Min Time 002:00 Then ON
If Temp < 72.0 Then OFF
 
I would put a little more space between the on and off temperature. I use this more for safety in case a heater gets stuck on or off.
