Apex Question - Hemp with a time statement

I need an outlet to come on for anywhere from 8 to 12 seconds (Pump in my Geo Kalk Reactor). I wrote the following but when it turned on, it went for about a minute, not ten seconds. Thoughts?

Fallback Off
Set OFF
If Time 20:35 to 20:37 Then ON
Defer 001:50 Then ON
