Apex skimmer programing question

Hello apex programmer.

I have the apex controller and has been working fine and now for some reason the skimmer program not work as I want. What I want is for it to stop from 16:00 to 22:00, but it never does.

Here is the program.

Fallback OFF
Set ON
If Time 16:00 to 22:00 Then OFF
If Output RetPump = OFF Then OFF
Defer 015:00 Then ON
IF Power Apex OFF 015 Then ON
If Feed C 060 Then OFF
If Feed A 030 Then OFF

Move your time statement to the end

This statement will create logic issue as well
IF Power Apex OFF 015 Then ON
Keep in mind that Apex sees the programing as least restrictive to most restrictive from the top down.
