Considering an ApexEL. Are they worth it? What do they actually do. The whole thing kinda confuses me.

Yes, So with Apex it all about setting up your gear on Outlets and controlling them. There are numerous ways to control and program your gear. For example, you would set the outlet that powers your heater, to go on when temp is lower then 78 and off when above 79. Corrective actions would be if FLOW RATE was to slow or too fast, shut down a return pump, or a leak detector gets wet, and you would program certain outlets to turn off to prevent flooding Ect.
