Api test kit

6 weeks ago I started to cycle a 36 gallon now front aquarium with turbo start 900. The test kit showed ammonia for the first 2 weeks then slowly went down. Since then though the test kit has always shown 0.25 ppm since the even though the tank has been cycling for 6 weeks with the turbo start. Could there really still be ammonia, or is the test kit off.

Its 0. Just make sure you don't kill off the bacteria as they will die with no ammonia source
