If aptasia is in the sand can I scoup it out with a net without it spreading?

Yes, but it's unlikely that it's attached to the sand. It's likely attached to rock or glass under the sand.

Aiptasia propogates by moving around and leaving little babies behind. If you try to scrape it, or cut it, anything you leave behind can sprout new babies. So be careful when you're trying to manually remove them, and make sure that no bits and pieces get left behind.
 
When i had a problem with aptasia some were on the sand bed but they were stuck to the bottom glass. if you have a problem with them try a peppermint shrimp
