The MSDS was originated in 2007. If this worked as claimed (treat velvet in the display), everyone would be using it by now. So I would put little faith in it being an effective cure.
The msds lists formaldehyde at 4 to 6%, I would be reluctant to use formaldehyde as a prophylactic treatment. Not that I wo ild never use it, it just wouldn't be the first thing I go to.
Another ingredient, Acriflavine is recommended for fish with velvet, but used as a bath for its antiseptic qualities.
Imo, Best to quarantine and use a proven method of treating for velvet, or whatever disease may pop up, in quarantine.
It contains acriflavine, aminoacridine and formalin. That combination is probably best used as a bath treatment (for temporary relief), not 100% eradication.
