AquaClear Filter not Working?

I have an aquclear 20 filter and I’m not sure if it is working or not. The carbon floats and the sponge is at the very bottom. Will water even pass through the sponge? Because it doesn’t seem like it. I attached a picture. Please help!!

Too many restrictions for such small filter
Although I’m not a fan of them, you’re better off with a canister filter unit and ideally hang on refugium
