As far as I can tell, this is just a carbon source with nitrifying bacteria?

When would you start using it/other carbon dosing? Would you only start if you're seeing high nitrates or phosphates?

The bacteria are not described as nitrifiers.
They are bacteria that activate on the carbon source that is provided - so heterotrophs. AF says that it's meant to act like biopellets or carbon dosing.

"Pro Bio F is especially recommended for small aquariums in which installing a filter with polymers is not possible or it is much more difficult. It can replace the administration of VSV [vinegar/sugar/vodka] or other carbon sources. "
