It doesnt matter how high or low I put it, water will still raise on the collecting cup, not sure whats going on, for example this picture i just took it when i raised the cupI have never used that skimmer before, however, it looks like your water level is actually in your collection cup, is that correct?
The water level should be "roughly" at the bottom of the funnel section, with only foam coming up the funnel. Then, depending on how you want to skim, bubbling onto the roof from a) continuously to b) only touching every second or so (wet vs dry skimming).
Push the orange ring further down the collection cup to raise it higher, until your reach a) or b) above. It is common for Skimmers to require a wear in period. However, this is usually the opposite to what you are experiencing (not producing enough foam for a week or so).

Ok ill have to just be patiente thenI had the same skimmer on my sr60 its a beast, like previous guy said there is a break in period just like on any skimmer , lower the cup a couple inches in a few days it will break in
yes I deff noticed that, I have a Red Sea Skimmer and I definitely see the differenceOne of the best hob skimmers pulls out some nasty gunk
