Cyanoacrylate is pretty brittle. It is not the ideal solution for adhering a rock structure together. You are looking for an epoxy or a 2part epoxy - which is available at some HomeDepots.
Another great alterantive which you can find at True Ace is black pond foam. Lay your rocks down and build the pattern/structure you want and then use the spray foam and spray it in between all the joints. It grabs into the nooks and crannies and builds a really solid structure.
As the foam sets it looks like black lava bubbles -- Which you may think is cool. I don't. So at about 30-45mins into the curing time, I take a pair of pliers and tear the skin off the bubbles. And if I am feeling really creative I pour dry sand onto the area that I tore the skin off and the sand will adhere to the wet surface of the foam.
