What are my levels in my reef tank supposed to be. I'm testing for calcium, kh, and phosphate. How do I increase and decrease these levels as well

There are a number of ways to increase them. Brightwell Aquatics, Red Sea and a bunch of other companies sell Part A and Part B solutions for calcium and alkalinity. Also don't forget about magnesium. Those are the main 3 levels to monitor and dose for. Nitrates and phosphates you want to monitor and reduce/control to low levels.
