Aquarium Smell

I have a frag tank I have had running for almost a year. It's a 40B with a sump live rock/cheato in the sump. Over night the tank has begun to smell like "chlorine". It isn't quite a chlorine smell but close. You can smell it when you walk in the room. All frags are closed so I moved them to the main tank. (separate system)

The only thing I have changed is, two days ago I started Red Sea No3 PO4 X. I have high Nitrates between 12 and 25 but low Phosphates .002. I did a water change last weekend but my saltwater storage tank doesn't have the smell, neither does my main tank. I am using Red Sea on it as well. Would over dosing cause this smell? I am using 3ml per 25gal.

Any idea? Yes I use RO/DI. Filters were changed 4 mo ago
 
Test ur ammonia

Ammonia is 0. Unfortunately the tank crashed. I'm not sure if I saved the frags after I moved them. All invertebrates are dead. You walk into the fish room and it smells like you are at the public pool. This is so weird and I'm at a complete loss.
 
Open the bottle or no3 pox and smell it does it smell the same as the room. Also is it possible by adding the no3 pox that you have algae that's dying of causing the smell.

Different smell. I guess it's possible about algae dying. I'll keep it running for a couple days and see if it improves. Nothing in the tank right now.
