aquaticlife fixture repair question

Ok I have a 6 bulb aquaticlife t-5 fixture

It will switch the different settings on the timer but it wont turn of the main lights( the 4 bulb option)

So I was browsing around and came across this and wondered if this is the part that is bad?

Make sure that the bulbs are all seated correctly. I have the same fixture and had the same problem. I noticed this problem when using ATI bulbs.
