Arco - only baby polyps at base seem to open?

I have one Arco, it’s new (about a month in) but seems happy and is steadily encrusting over the frag plug, but while I regularly see the new polyps at the base open I’ve never seen any of the original polyps obviously doing anything, nor the small new one near the top (on right hand side).

Is this normal?

I wouldn't worry about that. You got some opening, that's a start.
