I got 2 different frags from the same colony at different times. One frag seems to be doing really well while the other is always closed. Most of them open sometimes, but a few never open at all. They are a little unsightly at this point. What should I do?

Blow the frag off with a turkey baster, look for pests at night. Pick up the piece and examine for pest.

I would not toss the piece thou, nor would I frag it at this point. Maybe try some different flow areas.

What should I do?

Given my recent experience with brown palys (hives, respiratory problems, fingers with indellible scars and recently had to toss everything in the tank, soak everything in vinegar and/or bleach and do this outdoors but still keep a close eye on my kids), I'd recommend getting rid of those guys now before they have a chance to take over your tank / create a toxic soup.
Based on my experience and lots of threads involving these brown palys, I'd recommend you stick with the smaller, less dangerous, and more colorful zoas.
