Are these new polyps on my hammer?

This hammer took a big hit a while ago. Although it's half the size it used to be, it's still opening up during the day and closing at night. It has exposed skeleton around the edges for a good 2 months now, but hasn't gotten worse.

Few days ago I noticed these tiny polyps to the right. Is this new growth or dying/receding existing polyps?

If new growth, could it slowly be bouncing back?

Really hard to tell from that shot. If there is a way to turn the coral to better see what's going on on that side, it would help in determining what, exactly, is going on.

I'll try to get a better shot.

Wasn't necessarily talking about new heads by the way, but rather new 'tentacles'. These tiny ones are attached to the tissue itself and not coming from the skeleton.
 
This is the best I can do. Clearly shows they're attached to the tissue itself though. Also clearly shows how much the tissue has receded. Has been like this for 2+ months now.
