Hi

Previously, my tank had a velvet outbreak, some fish died but others survived ( I didn't put my tank under treatment). After this I got new a new dwarf angelfish ( after a month with no new fish) and put it on my DT without QT; the angelfish showed velvet's symptoms after a week in my tank ( he was not eating offered food but grassing), the I took out all fish and put them in the QT (new installed). After a two weeks in the QT treated with H2o2 (1:1) and kordon rapid cure

Is your display tank FOWLR? (fish only with live rock)

...sounds like the velvet is still present in your display tank and any new fish additions are liable to get it...

Yep, velvet still present and my best option I guess is to leave the tank with no new fish for two months. The tank has rock and soft corals, fish are in QT
