ARIC Light Reactor and Cheato Growth

So I have recently (circa 2 months) added on an ARID Light reactor to my 340g tank.

I have not had any luck growing out the cheato. It has only shrunk in the past month while I have been ramping up the lights (currently at 9 hours at night). I do not have any algae in the display tank, because I have no lights running, I would like to get back to actual growth. When lights are run on a 12 hour schedule, within a few days hair algae covers everything. In fact, some hair algae is covering the reactor lid and the ceiling light (led light panel for basements) are enough to get film algae to grow.

Flow through the sump is approximately 1200 gph and flow through the reactor is approximately 700 gph.

Any thoughts on getting the cheato to grow?

What circumstances could account for the growth of Hair Algae everywhere but not Cheato in a light reactor? (low iron?)

Nitrates at 20+ (red sea nitrate kit), even when running NOPOX
Phosphates are measurable, but not outrageous (as measured by ICP)
Iron is 14 micrograms/liter (as measured by ICP)
Molybdenum is also normal (as measured by ICP)

Marine Betta
Blue Spot Puffer
Longnose Hawkfish
Copperband Butterfly
1x Blue Chromis
Pintail Wrasse
Red Head Solon Wrasse
Mandarin Goby

Cleanup crew gets eaten too quickly to count or replace so I've stopped putting them in.

The puffer flips the snails then the butterfly, wrasses, hawkkfish pick them clean. The hawkfish and puffer also eat hermits, with the hawkfish actually being interesting to watch, were it not so expensive. The betta has flipped and sucked out hermits as well.

Also, the betta, lionfish, and puffer all eat any shrimp of any size I put in.
 
Also have two dwarf angles, potters and flame.
