Assistance With Turf Algae?

So I have been struggling with this turf algae for a long time now and I am ready to get rid of it once and for all. I recently removed my rocks and scrubbed them real good and boom it came right back. I decided to try Flux RX and going to see how it works for me. I have attached pictures of this algae. Any other advice?

I have manually removed as much as I can and it just comes right back.

I had great luck with Vibrant liquid and addition of Mexican turbo snails for this type of issue
 
I hear everywhere that Vibrant will cause Cyano outbreaks? Also I run an ATS for nutrient export. Right now it is off during the Flux treatment. I am wondering if I tried Vibrant would I need to keep the ATS off the entire treatment? Dose vibrant once every 2 weeks and maybe not get a cyano outbreak?
 
Remove as much as you can by hand and perform a water change. Rinse and Repeat

There is no secret to getting rid of algea. You need to keep your water parameters more stable and reduce the amount of phosphates and nitrates that the algea can make use of. What is your system size? What's your livestock like? What skimmer/water change regimen are you on?
