Ati controller issue

I just unplugged my dimmable sunpower and plugged it back in and the controller has a solid line along the top and lights will not turn on. Bad controller?

I’m on my third controller. Was a solid block. Sometimes the lights would flicker when you plug in but then go out. I’ve also replaced all 4 ballast last time in. 3 were shot
