Ati fixture keeps frying fans!

So long story....I noticed an exclamation point on my ati sunpower. Found out it over heated due to my fans not working. Did the 9V battery test and confirmed fans were shot. Ordered 2 brand new ati fans, Installed them and the fans started to work, but sounded like they wanted to take flight as if they were getting way more than 12V and within second they fried as well.....isn't there something in the fixture like a safety that would keep this from happening? My digital readout is working so that tells me the step down x-former is working correctly. Found the hidden fan settings and set the fan setting according to factory and tested....10V., but now I have 2 useless fans and the exclamation point is back. The fixture never went over 40C ......anyone have any input why this keeps going into safe mode when it's not getting that hot?

I would contact ati and get some guidance. I wouldn't want to run that fixture without the fans. Hopefully you can use a back up till resolved.
