ATO Mounting Questions

To choose the water level I want in the sump I just fill the main tank up to just below overflow, then fill the sump to slightly above the ideal level, then turn on return pumps and whatever level is established in the sump is my water level right and I mount the ATO sensor so the optical point is right at the water level?

If I turn up the return pump that lowers the water level in the sump right, and turning it down will raise the sump water level?

sump will just be an old 55 gal tank with no baffles.

I would just turn on the pump, fill the sump to your ideal level, check it’s not too full by then turning the return off to check the sump has room for the water from the pump, either way works.
 
The way I've done it - First fill the tank to the edge of the overflow. Then fill the sump to about one inch from the top. Turn on your return pump and note how far water level drops (let it run for roughly 10 mins) and mark it as "pump ON level" then turn off pump and let sump level out and mark it as "pump OFF level"
