I have gotten rid of this cyano and it is back again everything is normal test and phosphates come back as .02 I feed my fish like every other day I just did a water change over the weekend I'm at loss trying to figure out how to end it

More info could be helpful. Such as what your tank size is, how old it is, how much water you typically change out. What kind of lights you have, how long they are on, etc. Maybe even post what you have for your cuc.

I have a 75gal, its about 4 months old now, I do a 10% water change, I have marine orbit LEDs they are on a pre programmed cycle for 10 hrs of white light then 4 hours of moonlight. My CUC consist of 12 red hermits, 24 turbo snails which are declining due to the hermits and 5 blue hermits.

Kill you lights and stop adding food until it dies off (again).
then resume with less lighting and feeding and adjust to where desirable thrive by the uglies don't come back.

a good flow is also very important with cyano. although it's not the cause it is much harder for cyano to take hold when you have a decent flow

also from what I understand phosphate tests are not all that reliable. And any phosphate will allow you to have algae.

Assuming they are reliable if the cyano/algae is consuming the phosphate (which it is) the test only measures the phosphate they are not consuming.
Besides if you have any livestock your tank has phosphates. The only question is what is consuming those phosphates. Like cyano or algae.
my .02

right, that holds true for any nutrients. tests do not pick up nutrients that are being used. Rock work can also in vibe phosphate and then leech it back into the tank which will not be picked up in tests until it leehes. I have been researching phosphate quite a bit recently. most people will tell you that the tests are unreliable. Hannah checkers seem to be the best but are still not completely accurate. my point was that you must have excess nutrients either nitrate or phosphate an order for the algae to grow. and even if they are low you will still get some algae growth.but cyano seems to do really well in low flow areas. so I would check the flow.

I increased the flow on my powerhead. the lights are off and the tank is wrapped with foil.

Do you feed the cuc? Is there any livestock in the tank? Just curious

update: after complete darkness for 2 days and constant siphoning the problem is gone. I'm going to feed less that may have been a problem. I already increased the flow now time to sit back and watch.

I tried the black out only thing that got rid of it was full tank treatment. I have a lot of flow in my tank without sand. I'm running a 12000 liter per hour return full power, 2 wp40s and a gyre 150 on a 108 gallon shallow tank. No sand bed and lost of sticks so need a lot of flow but cyano just kept coming back.

that was in my previous tank and it did not return for the two years after until I took it down. My current tank has not seen red slime yet. I actually think I might be getting Green cyano right now from too much phosphates. But I've never seen the green before and I'm not sure how the red slime remover would work on that. to me it looks nothing like the red
