Auto top off in sump help

So I have a Red Sea with the auto top off float in the sump. It runs to a chamber in the back that fills with water for my auto top off. I have noticed the cap at the top of this picture leaks water if it's open. But I'm assuming it needs to have air going in there for the water to safe and down when it needs to top off? Is there a process or something I'm missing here? Trying to figure out how to just let the water come out when my float drops instead of leaking out of the cap it's not a lot but I can tell it's got water coming out when that cap is unscrewed halfway.

Hard to see in pic with heavy blue lighting but check you tube which will also display normal running mode and confirm if water should be doing what you see
On my unit.... water comes out right above float for filling
 
Water comes out where it's supposed to when it needs to have Auto top off. When the valve is closed it seems to be seeping from the cap on the top
 
Which I mean gravity is going to pull the water down from the reservoir tank and if that cap lets air and why wouldn't water come out? Confused to how this thing is supposed to allow air in but not let any water out
