Auto water change system

Not sure if this is the right place for it, but I was looking into making a auto water change system. I have a smaller tank 40 gallons total water and I was seeing if my idea for a auto water change system would work. So I was looking at the smart plugs or the timer plugs for two separate pumps. theoretically I should be able to have a pump turn on for a few minutes to pump older water out and another to pump clean water back in correct? Would something like this work? Also storing water, how long can I store salt water for?
 
-Water can be stored for at least 30 days unheated and uncirculated.

-I would call a system like this more semiautomated. Where you would need to turn and off while standing at your tank.

to fully automate will need to add some sort of level sensors that engage and disengage the pumps. Timers may work for a spell but pumps wear and different rates, and over or under-filling would be a concern id have with remote operation.
