You just want to fill it until the water starts coming out of the output. Make sure the tube from the output to your sump does NOT have a rise at all. It needs to either go down, or be perfectly level. Basically once the water level hits the output port, it should start dripping out.
Also, tiny advice, keep the end of the tube above the sump waterline, don't let the end sit in the water. Sometimes if it does it will clog, and then the device will overflow.

and then after the fill im good to add the kalk in?
Yep, just fill with water, then add kalk. I have mine set to only stir for 30 min or so after I dose.
You can easily test your dosing by running whatever dosing pump you will use, before you add the kalk, that way you know the output tube is set right, and get a feel for how it will behave.
