baby nem?

not sure if this is a baby nem or what..?
kinda thought it was dragons breath, which I have a tiny piece of, but this is more so like filled with a water instead of flat and leafy like

It’s some kind of algae

It definitely doesn’t look like a sea squirt.. and doesn’t look like algae either? It’s like a bubbly leaf almost.. very hard to explain it lol

I had a bunch of these in my tank, then stopped seeing them and this grew which is on one of the same rocks so that’s what made me think it was a nem
