With power outages you need to be concerned about two things: temperature and water oxygenation. Everything else can wait unless you're talking days long power outages, which you may also face with tropical storms/hurricanes. Whatever you get, just make sure you are able to keep the temp steady and the water oxygenated. For longer power outages running pumps for decent circulation would be the third thing to go for. Don't worry about lights unless you're 4+ or so days without power. There are cheaper methods to help with short power outages, but considering where you live you might face long outages, so you'll need a generator of some kind. One large enough to run an adequate chiller for your tank would be good, as you'll need to cool your tank more often than heat during the year, and if a generator can handle a chiller it'll have no problem handling a few heaters if needed anyway. However big your tank is, you'll also need a corresponding number of air pumps with air stones, I like the bars as long as the air pumps are strong enough to properly aerate them, and at least a small pump to provide a little circulation in the tank. If you get frequent short power outages, you can get battery powered air pumps that turn on when the power goes out, quite useful if you're not always there.
