Bacteria infection or fin rot?

Looked up the picture disease index and the only thing I could find relative to this would be a bacteria infection, my other guess would be fin rot. Can someone point me in the right direction for what it is as well as what to treat it with. I am currently running a fish only tank with some inverts in a 180 gal. The fish I have are 3 Chromis, 1 Diamond Goby, 2 Frostbite Clownfish, 1 Fox Face and 1 Pinfairy wrasse

What are his tankmates? Looks like he's been fighting and got some battle wounds.
 
For an injury/wound like that the most mild first treatment is methylene blue in a bath. Watch for redness or other discoloration at the wound site and surrounding.

Ruby Reef Rally is a very nice gentle treatment best administered in a bath and it has both some antiseptic and antibiotic qualities.

You may need antibiotics. Do you have some on hand?

Also boost the fish's immune system with Beta Glucan. Add it too the food: Food + Focus (binder) + Beta Glucan + a bit of RO water to your desired consistency. Below is an article on BG.
