bacterial infecton help

I stupidly bought a fish that i did not observer propperly. i stuck him in my 15 gal qt. Its fully cycled and all prams were good. fin rot and cloudy eye got worse and he died. My question is do i need to break tank down clean and re-cycle tank, or does the bacteria have a life cycle like ich and i have to leave it fishless for awhile, hoping to be able to do a water change and stick a new fish in there.

If it's a QT, I would just break it down and clean it out...Are you keeping live rock and sand in your QT or something?

Should only really be using some PVC or something for the fish to hide in...makes it much easier to clean.
