Bad flow?

My pump (sicce sdc 6.0) is already at 100%.
Too low (no flow)
Too high (100% run speed which is meh)

But the issue is more the film on top which happens sometimes...

I might be wrong. But to me it looks like perfectly fine flow

Surface agitation is good, you got a sump where the film can flow?
