I seen a thread where someone shared their experience after ordering pods and it looked like the bags just had water in them. I ordered copepods from @AlgaeBarn about 2 weeks ago and I had the same experience.
I got the bag out and was looking for my 5000+ pods but all I could see were a couple floating in the bag. I swirled the bag around and held a flashlight to the bag and I couldn't see anything but the couple that I was able to see easily.
I called the number from their site and asked if this was normal and whoever I spoke with said that it is normal to not see anything in the bag and the couple that I seen was just to show the health of pods and the 1000's of other pods were eggs and were microscopic.
When you spend $45 for a bag of pods I expect it to look somewhat close to the pic they use to advertise their product. When you receive a bag of water and a couple pods floating around, it does not leave you wanting to purchase from them again.
