Ballast problem

I've never wired up one of these. I tested the wiring because I did get light wgen I wired it. Maybe I wired it wrong. But the wire colors are not the same. The ballast has blue and tan and the ground. The light fixture has black and white does it matter how I wire it. I tested get no voltage on the black does this mean its the neutral. And obviously the tan would be the hot wire.
