Ballasts HOT to the touch!?

I have two T5 retrofit lights from BRS. They are installed and working fine, but the ballasts are hot. It's hard to nail down the exact temperature, but I'll explain it this way...I can touch them, but I need to pull my fingers off after a couple of seconds b/c it starts to hurt. Is this normal?? How can I tell if something is amiss?
 
Ballasts do run hot. The old IceCaps had the option of installing an aluminum heat sink....I always ran the heat sink when I had IceCaps.

Hey how are you? My suggestion would be to call the manufacture.

Staying out of trouble.:) I have been making my own filer socks, tip use the 5inch throw rings for the plastic in the top of the sock to keep them above the hole. If the rings are to big cut them down ;)
