Most stupid humans need to be leashed in like this. It's sad that the local gov. is wanting to force the issue. But at the same time, we are a selfish, self serving society, and we want it and we want it now! And then the animals suffer because of it...it's the truth. I agree that this is ridiculous for them to try to pass something like this, but at least it's raising awareness of how irresponsible us "intellectual" humans are.
