Banggai cardinal fish aggressive?

Hello, I recently got a Banggai and i was told they’re calm and shy. However he keeps chasing my pennant coralfish around the tank but has no problem with all the other fish. Im not sure what’s happening because he chases him to the other side of the tank then swims up to him and chases him to the other side of the tank and so on!

Ive had many over the years and Ive never seen any aggression in my tanks

I have a pair that hang out fine, but they don't like the third one and chase him/her off anytime he is in their view. My tank is large, so there is enough room for the third to hide and hang by himself, but I occasionally find him in the overflow. I can attest that they can be aggressive.
