at what point is a baby Banggai Cardinalfish ok to put with an adoult one that is not to big but still farly big?

How aggressively is the smaller one eating? I would make certain that it can compete for food before attempting it. Also, I would wait until you can sex the smaller one via the vent method before putting it with the other. To do this, you have to have a full belly, therefore, once again...it has to be eating very well first (Here's a link... If you can determine that you have one of each sex, then try them together. If you don't want to wait until then, make sure you will be able to get one or the other OUT of the tank if needed in the case of aggression or starvation.

If it can handle the power heads and is bigger than his mouth i would say its fine. However my pajama cardinals could swallow full sized guppies and baby mollies that would breed in sump and get launched up through the return pump. (Solids handling is right!)
