Bare bottom qt cycling at a stand still.

So I have been cycling my 8 gal quarantine tank for about 18 days now I am using dr tims one and only with his ammonium chloride dosing at 2ppm wait a day testing with salifert ammonia and nitrite my readings are coming to 1.0-1.5 ppm for ammonia and 0-0.1 nitrite I left it sit for two days and tested again today and the reading were the same does this mean my cycle has come to a standstill or is it slowly progressing I never cycled a bare bottom tank before I have used dr tims on my previous tanks with it working well anyone have any suggestions also my ph is 8.15. Thanks
 
I added a new Marinepure 8 x 8 plate to my bare bottom qt. to give the bacteria places to grow other than just the glass walls of the tank.
 
Did you put any rocks, sponges, bioballs, filterfloss, etc in the tank? (either in the tank or HOB)
 
HOB had Fluval Biomax ceramic disk things and poly pad floss, in my 10 gallon fish qt. tank.
 
The plates are a good idea it's a nuvo 8 all in one in the caddy I kept the yellow sponge in took out the carbon and phosphate sponges I only have to 4 inch pieces of pvc in there
