I purchased some base white reef rock and cracked one rock open from the middle. It looked like this man made rock had not hardened in the middle. I washed it away with water. I could be wrong, because I rinsed the rock and the holes/crevices were flooded with water and debris. If some of my rock is not hard in the very middle what should I do? How would I know?

A lot of man-made rock is like that and it's not a problem ... you actually benefit from that porosity when it comes to biofiltration.

I would recommend you simply use the rock to build your own unique aqua scape (glueing the rock together as you go), and then put the whole thing into you tank and let it "cure" underwater with good flow for a few weeks, measuring water parameters every few days.

If the cement is wet, Id question using this.
