Baterial bloom? White stringy algae what can this be?

Hi, I recently began to notice white stringy algae and white snot on the glass and rock of my reef tank....I do daily glass cleaning on this tank except for the black background piece this tank has been set up for 8 months my phosphates and nitrites/nitrates are low I run carbon regularly and phosguard to control phosphates...I regularly dose vibrant I've tried finding answers on other forums but never got a definitive answer of where this stuff is coming from? It seems as if all my rock is turning white from this stuff and comes back after I clean or try to blow it off...I can post more pics if needed of the film/white algae
