Bay live rock

I live in Delaware. I was wondering if I could put snails and live rock from the bay in my reef tank. What would I have to do so it would be safe?

I'm not sure about the laws in Delaware, but taking live things from the ocean in some places is illegal. I am thinking this is probably more the case in "reefed" areas, but still I would check on that.

chemicals leaching and polution may also be an issue
