Beginning to build 60 gal reef aquarium

I recently acquired a 60 gallon aquarium that has already had the bottom drilled. I am not sure how the previous owner/owners had it plumbed and set up since the bulkheads have caps siliconed in and were not being used. I havent seen any evidence of an overflow installed so I'm not sure where I'm going to go with the pluming. The rim supports are pretty beat up. I have cleaned it and now have it filled to check for any leaks.

I was think this as well. Guy I got it from got it like this and doesn't know how it was plumbed before. I was almost thinking they had joining tanks.
both bulkheads are 1 inch I'm thinking of adding another bulkhead to one corner to have two drains and add a weird in both corners. I'm going to be running a Hydor dc pump 1000gph in the sump.
 
I was wondering if it ever was really used as a tank, or just part of a sump contraption (?)

Maybe if it was a tank, the two holes were for a closed end loop circulation system— with a hang on back filter— but that would be a really odd combination as well.
