Bella Goby Cupramine QT Breathing Heavy

I've got a Bella goby in QT currently for 2 weeks 4 days.

Went through 2 rounds of prazi , each round for 48 hours then ran carbon for 24hrs after each round.

Dosed Cupramine to concentration of .5 as per instructions.

Ammonia testing 0

The Bella goby has been breathing heavy and the condition is getting worse.

I'm wondering if I should pull him out of QT and place into the DT at this point even though it hasn't been 14 days in full concentration of cupramine , only 10 days at full concentration.

There are 3 square back anthias and a wrasse in the QT with the Bella, none have bothered the Bella at all. They all seem to be doing fine.

What are your thoughts?
 
Is the Bella eating? Also what other behavioral signs is the fish showing besides heavy breathing?
 
no not eating.... just sitting on bottom of tank breathing heavily.

I also tested nitrite showed 0 , nitrate showed 1
