I just added a valentini pufferfish about a week and a half ago, and it gets along great with the pair of banggai cardinals (these are probably 2.25-2.5" in length).

We find our puffer needs a lot more "interaction". You could try hanging a mirror on the side of the tank to see if he engages with it (and ignores the banggais for a while).
